A "refresher" for Mister Monti

The economist Monti will no doubt read and studied the fundamental work of Adams Smith's "Wealth of Nations", but as time passes and unfortunately they forget many things. I read Smith in his youth and the reinterpretation of these days is very enlightening.
Monti should review some pages and then advise him on the fifth book, "The revenue of the King and the Republic", in particular I want to mention just a few paragraphs: 
"The high taxes, sometimes by reducing the consumption of taxed goods and sometimes encouraging ' evasion, often give the government an entry for less than it could obtain from more moderate taxes.When the decrease in the entry is the effect of reduced consumption, there can only be a remedy, to reduce the tax.When the decrease in the entry is caused from encouragement given evasion can be remedied in two ways: either by reducing the temptation evasion, or increasing the difficulties. The temptation evasion can only diminished by reducing the tax, and evasion of the difficulties can be increased only by establishing the most appropriate management system to prevent it.

So should reflect Monti. If the tax increase reduces consumption too may get a lower yield. It is true that mainly affects the sting house and so this property is difficult to remove from the controllers, but if tax evasion is very high increases.
Smith says as well the appropriate approach is prevention, so if the IMU is too high the phenomena of evasion or disobedience "type Lega" though still very questionable and reprehensible may give rise to a much lower revenue than expected.
With the IRS could not make 2 plus 2 equal 4.
Dear Monti your work is valuable, but do not pull too tight a rope too, may be broken.It would be a total disaster!

Un “ripasso” per Monti

L’economista Monti senz’altro avrà letto e studiato l’opera fondamentale di Adams Smith “La ricchezza delle nazioni”, ma il tempo passa e purtroppo si dimenticano tante cose. Ho letto Smith in età giovanile e la rilettura di questi giorni è davvero illuminante.
Sarebbe utile che anche Monti rileggesse alcune pagine ed allora gli consiglio il libro quinto “Le entrate del sovrano e della repubblica”, in particolare voglio citare solo alcuni capoversi: “Le imposte elevate, talvolta riducendo il consumo delle merci tassate e talvolta incoraggiando l’evasione, danno spesso al governo un’entrata minore di quella che potrebbe ottenere da imposte più moderate.
Quando la diminuzione dell’entrata è effetto della diminuzione del consumo, può esserci soltanto un rimedio, quello di ridurre l’imposta.
Quando la diminuzione dell’entrata è causata dall’incoraggiamento dato all’evasione si può rimediare in due modi: o riducendo la tentazione all’evasione, o aumentandone le difficoltà. La tentazione all’evasione può diminuita soltanto riducendo l’imposta; e le difficoltà all’evasione possono essere accresciute soltanto stabilendo il sistema di amministrazione più idoneo a prevenirla.” Tratto da: I grandi classici dell'economia - La ricchezza delle nazioni - Adam Smith - Vol. 2 - Il Sole 24 Ore - 2010; pag. 1065
Quindi Monti dovrebbe riflettere. Se l’aumento delle tasse riduce eccessivamente i consumi potrebbe ottenere un gettito minore. È pur vero che la stangata colpisce soprattutto la casa e quindi questo bene è difficile da sottrarre ai controllori, ma se l’imposta è molto elevata aumenta l’evasione.
Come ben afferma Smith il metodo più idoneo è la prevenzione, quindi se l’IMU è troppo elevata i fenomeni di evasione o disobbedienza “tipo lega” anche se assai discutibili e censurabili potrebbero dar luogo ad un gettito assai inferiore al previsto.
Con il fisco 2 più 2 potrebbe non fare 4.
Caro Monti il tuo operato è pregevole, ma non tirare troppo una corda fin troppo tesa, potrebbe spezzarsi.
Sarebbe il disastro totale !!!
